This position exists to serve as the state of Colorado's Senior Authority on effective mental health treatment and related services for individuals with mental illness involved in the criminal justice system. CDHS's OBH is the federally designated "Single State Agency." This position has primary responsibility for the Jail Based Behavioral Health Services (JBBS) mental health services expansion for statewide jail programs. The position will be responsible for designing and implementing the expansion services pursuant to SB 18-250 at the county jails.  The position collaborates with the OBH's Data and Evaluation Team, external research organizations, treatment providers, criminal justice entities, and human service agencies in designing and implementing research projects to enhance mental health services for the offender population. This position is required to represent OBH on different interagency and intra-agency groups and committees to stay informed about developments in the field to provide technical assistance related to evidence-based practices for the offender population.  This includes involvement in formal and informal policy discussions. 
 

This position will have the following essential functions:
 
  • Conducts program site visits for the purpose of determining contract compliance using a standardized risk-based protocol to look for indicators of quality assurance activities, compliance with OBH rules, national evidence-based standards and compliance with terms of behavioral health contracts between OBH and service providers.  
  • Develops and writes original or revised statements of work for the Jail Based Behavioral Health Service (JBBS) Program- Mental Health Service contracts utilizing a standard template to be incorporated into service contracts between OBH and county jails.
  • Designing and implementing mental health programs in statewide county jails. The position determines which screenings, assessments and services are to be utilized or offered by all programs across the state.
  • Evaluates, through a variety of methods, the degree of compliance on the part of the contractors with the provisions outlined in the statement of work.
  • Serve as the primary liaison for the JBBS mental health programs statewide. The position is responsible for routine communications with the up to 57 contracted county jails regarding outcomes, best practices and program requirement changes via written communication and in person meetings on a quarterly basis.
  • Coordinates data collection and reviews and processes progress reports from the contractors.
  • Develops annual reports to demonstrate services provides and outcomes of the JBBS programs. 
  • Conducts program site visits for the purpose of determining contract compliance using a standardized risk-based protocol to look for indicators of quality assurance activities, compliance with OBH rules, national evidence-based standards and compliance with terms of behavioral health contracts between OBH and service providers.  
  • Researches grant opportunities and completes applications or coordinates application process to enhance services offered under the Criminal Justice Services Unit.
